Chips were ordered in 1935 and sent to William Malcolm at an address belonging to Paul "Softy" Melahn. During this time, the city cracked down on gambling when the mayor discovered Melahn's cigar store, called "The Paddock", was operating as a blind for a bookie joint.

The initials on the chips most likely represent (M)alcolm (&) (M)elahn.
