In the 1930's Jay Aesof Winegar was involved with the operation of illegal gambling in the Glasgow/Fort Peck, Montana area and in Dickinson, North Dakota. Not sure exactly what he was doing in 1937 when the chips were ordered. Probably used at the St. Charles Hotel in Dickinson, ND.
