When table games were first authroized, betting limits were $2! Later, that was raised to $5. The charities had the option of staying at $2 if they wished - and many did as if they added the $5 bet, then increased security was required by the state.

By the time that $5 betting was authorized, many of the providers that supplied chips to the charities (they could not pruchased directly but had to go through an authorized state approvded vendor) the vendor and / or supplier that they got the chips had often changed, so it is not unusual to see both a variety of molds as well as design in play at the same time.
