Owned by Joseph "Frenchy" Buchea beginning in the 1940. Buchea was granted a license to operate three card tables at the club in 1952. In 1959, James L. Montgomery took over the "Roosevelt Club", which continued as a licensed card room (see "Archive").

Attribution of the C&S chips traced to Eastman's Illustrated Guide to California Card Room Gaming Chips & Checks (1998). Not listed in the USPC Co. or Burt Co. preserved records.
