The attribution of these chips to San Francisco and a close date of 1936 is traced to Armin Pfaender's California Chip Guide (2004). Not in Eastman (1998). No other information. No "Empire" (club, tavern, billiard hall, cigar store) is listed in 1930s San Francisco City directories.

No United States Playing Card Co. order record exists for these crest and seal chips. They may have been produced by the USPC Co. between 1939 and 1946, the period for which their records are missing.
