From the seventeenth century were very much in vogue the Cercles, clubs in the English style, which were places of sociability of noble and rich. Were very restricted clubs where the members met daily for socializing, reading, dining and gambling. Some periodically promoted shows, conferences, exhibitions and balls. Elbeuf knows a great development in the nineteenth century with the industry of manufacture of woolen fabrics. The factory owners and traders make great fortunes with the manufacture and export of fabrics. The Cercle des Commerçants is founded on 25 July 1829 as a meeting and leisure place of Elbeuf remarkable and rich. In 1866 the Cercle opened an imposing building, purposely constructed for this purpose, with vast rooms, including gambling rooms, where sometimes where played games with high stakes. After the Great War the Cercle goes into financial difficulties. The building is purchased in 1948 by the Chambre du Commerce.
