When first opened, this was a "private" casino, requiring either paying $10 for one day entrance or paying $45 for a yearly membership. In 2019, Churchill Downs purchased the casino from Eldorado Resorts and paid the Pennsylvania Gaming Control Board $1MM to have the access fee lifted.
