The Rialto Club was located on 25th St in Galveston, Texas, during the 1950s. The owner, Jo Jo Balch was notorious in Galveston as a “male madam” who ran a sizable prostitution ring. His infamy became too much in 1956 when the mayor himself issued an order to run him out of town, which later was overturned as it would have been an impediment to his civil rights. The next year however the city would again renew efforts against Balch and an indictment for all sorts of misbehavior was issued.
