Originally located at 323 E Street, owned by W. Clark and managed by Ray Hoagland. Later in the early 1950s it was operated by Louis Jacobson, in the late 1950s by Sam Lipsett, and in the 1960s by Harry Polan.

It moved to 851 D Street around 1970. The last owner of the card room was Michael Mahoney. Also called the "Monte Carlo Club", the "Paul & Matt's Monte Carlo Card Room", and the "New Monte Carlo Card Room".
