It opened in 1993 at 1801 Bering Drive, south of Highway 101, with 40 gaming tables. It was co-owned by Marko Trapani, who previously co-owned the "Comstock Casino" in Santa Clara, the "Miracle Mile Casino" in San Jose, and the "Cameo Casino" in Palo Alto.

The Bay moved and significantly expanded to an adjacent location, at 1788 North First Street, in 2015.
